Beaver Lake Wilderness Club, Inc. (BLWC)
General Rules and Regulations
- Use of the lake is for Members, Associate Members, and Residents with deeded rights. Renters may apply for an Associate Membership, which must be approved by the Board of Directors. Associate Membership is not guaranteed or can be revoked for improper conduct.
- No area within the boundaries of Beaver Lake Wilderness Club shall be used as a dumping ground for rubbish; this includes abandoned cars, trash, junk, and garbage.
- All waste should be stored in securely lidded containers. In order to keep animals (such as bears) away from the trash cans spray them with ammonia.
- All developed lots are to be maintained with respect to mowing and fallen debris. Grass should be no higher than 8”.
- Plans for development must be filed with all appropriate agencies including Beaver Lake Wilderness Club Board of Directors, and proper permits clearly displayed. A cease and desist order will be filed if not followed.
- Notification of timbering shall be made to the Board of Directors before project is started and clean up shall be done in a timely manner.
- No trespassing, fishing, swimming or loitering on the Dam Area as ordered by the Department of Environmental Protection.
- Boating permitted with valid Boating Decals and a valid BLWC Membership card in your possession and displayed in windshield. Non-member guests using BLWC facilities must be accompanied by a member.
- Boat storage is not permitted on BLWC facility property. The boats must be removed after each day’s use.
- Fishing requires a PA State Fishing License and BLWC membership card.
- No wake is permitted on the lake (gasoline & electric engines are permitted, but at your own risk)
- Swimming is not permitted.
- No open fires permitted on BLWC facility property.
- Pets are to be kept under control and restricted to the owner’s property.
- No mobile homes are to be used as permanent residences in the BLWC subdivision.
- Campers are not allowed in the BLWC subdivision except by permission of the Board of Directors.
- In order to serve on a committee, the member must be in good standing. Dues must be current.
- Dues must be paid by 1/31 in accordance with the by-laws. The collection process will commence after 1/31 with no other written notice.
- All contractors and subcontractors must carry liability insurance.
All rules and regulations are in compliance with the Offering Statement, Building Restrictions, Covenants and By-Laws.

Designated Hunting and Trapping Area
20. There is a walking trail to enter the hunting area for members only on Lakeview Drive that will be marked with signs that give access to the Hunting Area, unless you have the landowner’s permission to enter the hunting area that borders the BLWC hunting area. (No vehicles at this time).
22. Safety Zone, Designated Hunting Area and No Trespassing signs are posted clearly defining this area.
23. Hunting and Trapping is only allowed in accordance with the Pennsylvania Game Commission and State Law.
24. Individuals must be safety aware and use extreme caution at all times.
25. It will be the responsibility of individual property owners to report any violators to the Game Commission or State Police.
26. Any member who violates any rule or regulation for the Hunting and Trapping Area will lose all future privileges.
27. Beaver Lake Wilderness Club is not responsible for any injuries incurred.
28. No tree stands.
29. No hunting outside the designated area.
30. No hunting on Lake Area unless approved by the BLWC Board of Directors.
31. Trapping must have BLWC Board of Directors approval.
BY-LAWS OF BEAVER LAKE WILDERNESS CLUB, INC. (Rev. 2026)
ARTICLE 1
Section 1: The name of this organization shall be BEAVER LAKE WILDERNESS CLUB, INC. (“BLWC” or the “organization”). The principal place of business of the organization is 61 Beaver Run Lane, Muncy Valley, PA 17758. The BLWC consists of approximately 75 lots within the association.
ARTICLE 2
Section 1: The purpose of this organization is to establish and maintain a secluded mountain, lake, recreational, and residential facility for the benefit of its members, owners, and residents, and to preserve, conserve, and maintain the natural areas of the BLWC.
ARTICLE 3
Section 1: The membership of this organization shall consist of all property owners or full-time residents of the BLWC subdivision in Penn Township, Lycoming County, Pennsylvania. A property owner is a person whose name appears on a currently effective recorded deed for property located within the BLWC subdivision. A full-time resident is a person whose name and address appears on a legal document or card, such as a driver’s license, showing residency within the BLWC subdivision.
Section 2: (A) The organization may offer Associate Memberships, which provide fishing and boating privileges on Beaver Lake. An Associate Member is a non-property owner who pays an annual fee in an amount determined by the Board of Directors. Associate Members must be approved by at least one Board member. An Associate Membership may be revoked at any time by the Board if the Associate Member violates any rules or regulations adopted by the Board. Associate Members shall have no voting privileges on any matter within the BLWC.
(B) Grandfathered property owners are subject to the same rules and regulations as Associate Members and may use the lake and enjoy the same privileges as an Associate Member.
(C) Short-term renters of property located within the BLWC subdivision have no rights or privileges to use any facilities of the BLWC unless they obtain an approved Associate Membership.
Section 3: The organization shall make an annual assessment upon members. The assessment shall be made in writing at least sixty (60) days prior to January 31 of the calendar year for which the assessment is due and shall be sent to each member’s last known address. An assessment shall be made to each lot owner on an equal basis as it relates to the entire subdivision, in an amount designated by the Board of Directors as necessary to meet the expenses of the organization. The organization shall be responsible for payment of the assessment on each lot that it owns until final sale of that lot is completed. Each lot owner shall be responsible for payment of the assessment on each lot owned by that lot owner.
Section 4: Payment of assessments is due by January 31 of the year of the assessment. Any assessment, dues, charges, fines, or other amounts owed to the organization that remain unpaid one (1) day after the due date shall be delinquent.
A late fee of Fifty Dollars ($50.00) per year shall be charged for each delinquent annual assessment or due not paid when due.
In addition to the late fee, all past-due amounts shall accrue interest at the rate of one and one-quarter percent (1.25%) per month, not to exceed a maximum annual rate of fifteen percent (15%).
Any property that is subject to a deed covenant in favor of the organization or the homeowners association shall be subject to an automatic lien for any unpaid dues, assessments, charges, fines, interest, late fees, costs of collection, attorney’s fees, court costs, and other amounts owed to the extent permitted by law.
The Board of Directors may take any lawful action necessary to recover unpaid assessments and other amounts owed by members, including enforcement of any lien rights, collection costs, attorney’s fees, court costs, liens, and other lawful expenses, to the extent permitted by law.
Section 5: The Board of Directors may, but is not required to, approve written payment plans for delinquent amounts on terms it determines are reasonable and in the best interest of the organization. Approval of a payment plan shall not waive any late fees, interest, or other collection rights unless expressly stated in writing by the Board.
ARTICLE 4
Section 1: All meetings of the members of the organization shall be held at such place and time as designated by the Board of Directors. All such meetings must be held within a five (5) mile radius of Beaver Lake.
Section 2: The annual meeting of the members of the organization shall be held during the month of August each year, on a date and at a time determined by the Board of Directors. The Board must provide written notice of the annual meeting to the members at least sixty (60) days prior to the meeting date.
Section 3: Special meetings of the members of the organization may be called at any time by the President, or shall be called by the President upon the written request of ten (10) or more members, provided the request specifies the topics to be discussed at the special meeting. Written or printed notice of special meetings, indicating the topics to be discussed, shall be given to the Secretary and mailed at least twenty (20) days in advance of the meeting to the last known address of all members.
Section 4: At any regular or special meeting of the members of the organization, a majority vote of the voting members present shall constitute a binding vote. Only one (1) vote may be cast per deed, regardless of the number of owners reflected on a deed.
ARTICLE 5
Section 1: A Nominating Committee of two members, not more than one of whom shall be a Director, shall be appointed by the President at least sixty (60) days before the annual meeting of the organization. The Nominating Committee shall submit its selection of Board nominees to the President at least twenty (20) days prior to the annual meeting. Individuals interested in serving on the Board must submit their names to the Nominating Committee at least twenty (20) days prior to the annual meeting.
Section 2: Members of the Board of Directors shall be elected by ballot.
ARTICLE 6
Section 1: The officers of the organization shall be a President, a Vice President, a Treasurer, a Secretary, and three (3) additional Board members, all of whom shall be elected from among the members of the Beaver Lake Wilderness Club at the annual meeting of the members of the organization. Members of the BLWC shall elect the open officer and Board positions for the following year.
Section 2: The officers shall serve for a term of two (2) years and until their respective successors are duly elected. Newly elected officers shall take office on the first day of January of the year following their election at the annual meeting.
Section 3: The Board of Directors may appoint such administrative officers as it deems necessary, who shall have such authority and perform such duties as may from time to time be prescribed by the Board.
ARTICLE 7
Section 1: The affairs of the organization shall be managed by a Board of seven (7) Directors elected from the property owners. As a prerequisite for service on the Board of Directors, nominees must be property owners in good standing, meaning all dues and other amounts owed to the organization must be paid in full. Only property owners may serve on the Board of Directors or in any administrative capacity.
Section 2: The term for Board positions shall be two (2) years. Board terms shall be staggered so that three (3) Board positions will be filled in even-numbered years and the remaining four (4) Board positions will be filled in odd-numbered years. Board members shall be elected by the members of the organization at the annual meeting each year.
Section 3: The Board of Directors shall have such power and authority as provided by the Pennsylvania Not-for-Profit Corporation Law. In addition, the Board of Directors shall have the following authority:
(A) To adjust and change the annual dues of the membership of the organization. Annual member dues shall not be increased more than $25.00 in any one-year period.
(B) To make and alter any rules and regulations, not inconsistent with these By-Laws, for the conduct of the business and purposes of the organization.
(C) To purchase or otherwise acquire for the organization any property; to make improvements, additions, and alterations to real estate owned by the organization; and to purchase equipment for use by the organization at such price and upon such terms and conditions as the Board shall from time to time determine. No expenditure exceeding $500.00 may be made or contracted for without approval by a majority vote of the members present at a regular or special meeting of the organization. The Board may exceed the $500.00 spending limit without prior membership approval only in emergency situations where there is an immediate need for action by the Board. A majority vote of the Board at a special meeting is required for such an emergency expenditure. Notice of the emergency expenditure must be given to the membership at the next membership meeting, or within thirty (30) days by special mailing, whichever is sooner.
(D) To provide for the management of the affairs of the organization and to appoint committees and delegate any of the powers of the Board of Directors to any standing or special committee, or to any officer.
(E) To fill the vacancy of any office or Board position for the unexpired term of such office, with such vacancy to be filled by a majority vote of the remaining members of the Board. If the membership of the Board falls below the number necessary for a quorum, a special meeting of the members of the organization shall be called, with proper notice, for the purpose of filling the vacancy.
(F) To enforce these By-Laws and the governing rules and regulations of the organization through written notices of violation, compliance demands, and non-compliance citations, as further described in Section 5 of this Article.
Section 4: The following actions shall disqualify a Director from the Board and shall result in immediate notice of termination:
(A) Failure to attend fifty percent (50%) of regular Board meetings during the course of a calendar year, or failure to fulfill the duties of the position;
(B) Failure to pay dues in a timely manner; and
(C) Failure to comply with the By-Laws of the organization.
Section 5: The Board of Directors may issue written non-compliance citations to a property owner for violations of any provision of these By-Laws, the Declaration, rules, regulations, resolutions, architectural standards, or other governing documents of the organization.
Any citation issued under this Section must be authorized by a majority vote of the Board of Directors before it is issued to the property owner.
Each citation may impose a monetary penalty of not less than One Hundred Dollars ($100.00) and not more than Five Hundred Dollars ($500.00) per violation, as determined by the Board based on the nature, severity, frequency, and duration of the violation.
Before a citation is imposed, the organization shall provide written notice to the property owner describing the alleged violation, the proposed penalty, and the opportunity to be heard, unless immediate action is reasonably necessary to protect health, safety, or property.
Any unpaid citation amount may be treated as an amount due to the organization and may be collected in the same manner as other amounts owed to the organization, to the extent permitted by law.
ARTICLE 8
Section 1: The Board of Directors shall hold regular meetings at the clubhouse or Beaver Lake Wilderness Club pavilion.
Section 2: Special meetings of the Board of Directors may be called at any time by the President or shall be called by the President upon the request of three (3) members of the Board, with thirty (30) days’ written notice to each Director stating the time, place, and subject of the meeting.
Section 3: A quorum for the transaction of business by the Board of Directors shall be four (4).
ARTICLE 9
Section 1: It shall be the duty of the President:
(A) To preside at all meetings of the Board of Directors and to see that the By-Laws and directions of the Board of Directors are observed and enforced.
(B) To present annually and at such other times as may be necessary a full report of the condition of the organization, accompanied by such accounts of its business as may be necessary.
(C) To appoint such committees and oversee them as necessary from time to time to properly conduct the affairs of the organization.
(D) To be bonded if required by the Board of Directors.
(E) The President shall have the privilege of voting on all questions before the Board of Directors.
Section 2: It shall be the duty of the Vice President:
In the absence or incapacity of the President, the Vice President shall have the power to perform all duties and offices of the President. The Vice President shall also be bonded if required by the Board of Directors.
Section 3: It shall be the duty of the Secretary:
(A) To keep the customary corporate books, records, and membership verification records, except those specifically assigned to the Treasurer.
(B) To maintain the minutes of meetings, to register the members, and to keep the By-Laws complete and up to date.
(C) To send proper notice of all meetings and conduct the correspondence of the organization.
(D) To sign, with the President, all contracts, deeds, or other instruments of the organization.
Section 4: It shall be the duty of the Treasurer:
(A) To maintain the financial records of the organization and submit such records to an auditor appointed by the Board of Directors. The organization’s financial records should be audited annually. The results of any audit shall be reported to the membership at the next scheduled annual meeting following completion of the audit. The Treasurer shall prepare and maintain monthly reports showing all organization expenses and revenues incurred each month, as well as an itemization of all organization checks written each month.
(B) To have custody of all funds and securities of the organization and, when necessary or proper, to endorse on behalf of the organization for collection checks, notes, or other obligations, and to deposit all funds to the credit of the organization in such bank or depository as the Board of Directors may designate from time to time.
(C) To sign all receipts and vouchers for payment. All organization checks must be signed by either the Treasurer or the President. Designated amounts and payees should be on the check before it is signed.
(D) To render a statement of cash accounts whenever required by the Board of Directors, and to regularly enter in the books of the organization, to be kept for that purpose, full and accurate accounts of all monies received and paid for and on account of the organization.
(E) To be prepared at all reasonable times to exhibit the books and records of account to any member of the Board of Directors upon application at the office of the organization. Members of the organization may review the monthly Treasurer’s reports at a regularly scheduled Board or membership meeting, or upon written request to the President.
(F) At the discretion of the Board of Directors, the Treasurer shall also be bonded with corporate security in such form and amount as the Board of Directors may require, the cost of which shall be paid by the organization.
ARTICLE 10
Section 1: No area within the boundaries of the BLWC shall be used as a dumping ground for rubbish. Trash, garbage, or other waste shall be kept in sanitary containers. Any violation will result in a letter giving thirty (30) days to correct the issue. If the issue is not resolved, the Township and Zoning Officer will be notified.
Section 2: Rights-of-way for utility service are reserved from the premises for all utility companies, which retain the right to install, maintain, repair, and replace utility lines as determined by the utility companies and the BLWC.
Section 3: Timbering and wood cutting on member-owned lots is limited to clearing space for a driveway and parking area, a dwelling unit, a garage or other outside storage facility, and a yard area. Timbering and cutting of dead, diseased, or otherwise damaged trees is also permitted to the extent necessary to eliminate safety concerns or to preserve the health of other trees or shrubs on the property. No clear-cutting on any member-owned property within the BLWC subdivision is permitted. Timbering or cutting on BLWC-owned property is permitted only if approved by a majority vote of the members present at a regular or special meeting.
Section 4: Courtesy and sportsmanship are expected of all members, Associate Members, grandfathered property owners, and all guests. Fishing, boating, and hunting, to the extent permitted by the organization, must be conducted in compliance with the rules and regulations of the BLWC, the Pennsylvania Game Commission, and the Pennsylvania Fish and Boat Commission. A current BLWC membership statement shall be displayed on the dashboard while using the lake and shall be issued and controlled by the Board of Directors.
Section 5: No animals, livestock, or horses of any kind shall be raised, bred, or kept, except for dogs, cats, up to six (6) chickens, and other household pets.
Section 6: Only small name signs may be placed on property, not to exceed a size considered appropriate by the BLWC.
Section 7: The BLWC shall maintain liability insurance on club property.
Section 8: Guests of members of the organization are permitted to use the facilities of the organization, including the lake and common ground, provided that the member is present at all times with the guest during such use. Guests are subject to all By-Law provisions related to the use of BLWC property, as well as all other applicable rules and regulations of the organization.
Section 9: No dwelling within the BLWC subdivision may be occupied unless the dwelling has an active occupancy permit, as required by applicable law. An active residency permit or recreational cabin permit must be filed with Penn Township, Lycoming County, Pennsylvania, or by any successor municipal authority having jurisdiction.
Each property owner is responsible for obtaining, maintaining, and renewing any required occupancy permit and for complying with all applicable occupancy-related laws, codes, and regulations.
Occupancy of a dwelling without a required active occupancy permit shall constitute a violation of these By-Laws and may result in enforcement action by the organization.
